Liberia Launches Bid for Category-A IMO Council Seat, Urges Global Backing

Liberia has officially launched its campaign to secure re-election to Category A of the International Maritime Organization (IMO) Council, a prestigious position reserved for the world’s ten most influential maritime nations.

Home to one of the world’s largest and most respected ship registries, Liberia aims to reaffirm its commitment to shaping global maritime policy at the highest level. With over 90% of international trade reliant on shipping, Liberia’s presence at the forefront of maritime governance is both strategic and vital.

“This is not merely a question of prestige,” stated Cllr. Neto Zarzar Lighe, Sr., Commissioner/CEO of the Liberia Maritime Authority. “It’s about influence, access, and responsibility. Holding a seat in Category A empowers us to actively participate in decisions that define global shipping, safety regulations, and sustainable ocean management.”

He underscored the broader global impact of Liberia’s campaign. “Securing this position will not only enhance Liberia’s influence but also reaffirm our standing as a trusted flag state and a key player in international maritime diplomacy,” he added.

Liberia’s campaign emphasizes a steadfast commitment to promoting maritime excellence, upholding safety and environmental standards, and unlocking the potential of its vast blue economy.

Robert Wilmot Kpadeh, Liberia Permanent Representative to the IMO, echoed this call for collective support: “We are appealing to all Liberians, our African partners, and the international community to stand with us. This is about shaping a fairer, greener, and more inclusive maritime future; one in which everyone has a stake.”

The IMO Council elections are slated to take place at the organization’s 34th session later this year in London. In the lead-up to the vote, Liberia is expected to engage in robust regional diplomacy, international outreach, and advocacy for a stronger African voice in global maritime governance.
